Bio: Mr. Milner was raised in Mt. Vernon, Illinois and received his B.A. degree in Business Administration in 1970 from Olivet Nazarene University in Kankakee, Illinois. He obtained his Masters degree in Health Administration from Baylor University in 1977. During his 26 years in Air Force healthcare administration, his positions included Assistant Administrator, Chief Financial Officer, Administrator, Chief Operating Officer and Chief Executive Officer. He has served as the Administrator of the Family Practice Center since January 1998.
